Clarification on Federal Aid and Tax Refunds via the Federal Aid Freeze.

We understand that the recent White House budget office memorandum may have caused concern, particularly for those who rely on federal assistance such as SNAP, Section 8, Medicare, Medicaid, Social Security benefits, or tax refunds.


After reviewing the memorandum issued on Monday, we want to reassure you that these essential programs remain unaffected. The document clearly states that the pause does not impact assistance defined under 2 CFR 200, which governs federal financial assistance (FFA).


To clarify:


  • SNAP benefits remain unaffected (§ 200.502(A)(6)).

  • Section 8 housing assistance remains unchanged (§ 200.502(A)(f)).

  • Medicare payments to non-federal entities, such as your doctors, continue as usual (§ 200.502(A)(h)).

  • Medicaid payments to individuals are still considered federal awards and remain intact (§ 200.502(A)(i)).

  • Your tax refund is not classified as a grant or loan; it is a refund of your tax withholdings or credits and will not be affected.
